Bush's New "Plan"

I've been dying to point this out since early last week, when rumors of Bush's plans for troop escalation were becoming more clear, and Robert at Lawyers, Guns & Money beat me to it, but it's still worth raising the following question.

Even if you fully support the troop deployment, and it turns out to work well (which I find highly highly HIGHLY unlikely), it will mean that, nearly four years into the war, Bush finally found a plan that worked (this is hypothetically - the criticisms of the plan from military quarters make sense). But again, even imagining this DOES work...

...how can you then not conclude that the war was thus incompetently, wrong-headedly, and horribly mismanaged and run for FOUR WHOLE YEARS by Bush, Cheney, and Rumsfeld?
