Why on Earth?

Why is there a memorial to the Nazi occupiers in Tirana? See the pictures from Our Man in Tirana. There's not really any explanation as to why it is there. I don't know a whole lot about the politics of post-war Albania except a bit about Hoxha, but this is more than a bit odd.
