Fernando Lugo Removes Top Military Chiefs: An Update
Yesterday, I commented on Paraguay's Fernando Lugo removing top military chiefs amidst vague rumors of coup possibilities. Well, yesterday, Lugo offered an explanation:
The reshuffling was intended to bring in new blood, he said.This seems reasonable, but probably understates the political necessity or objectives of the removals. Still, as of now at least, I really don't see this turning into any major crisis for Paraguayan democracy or Lugo's administration."There are excellent young officers who must be given the opportunity," Lugo said. "Talented officers who have demonstrated their ability and track record at the same time in defending the country's democratic institutions."
